Strength decides the strategy
This chapter gives the arithmetic of every remedy. When a strong majority faces a lone opponent, the work is to remove the minority — it cannot hold, and propping it up only wastes the structure. When a strong minority faces a numerous majority, the work goes the other way: the majority must be brought into completion, because the minority alone cannot carry the chart. Same elements, opposite instructions, decided purely by the balance of forces.
