A chart in which the mechanism of rising is visible leaves a person expansive, with room to move; a chart whose qi is buried in layer after layer leaves the will to sink. The text is describing the felt difference between having an outlet and having none — the same structural fact that decides whether a luck period can be used at all. Diagnostically it is a reminder that a strong chart can still be stuck.
